Veterans Future Wellness Center (“VFWC”) is a veteran-owned healthcare and care-coordination organization currently in the development phase in Chonburi, Banglamung, Pattaya, Thailand. Subject to funding, licensure, regulatory approval, staffing, and operational readiness, VFWC intends to serve U.S. veterans residing abroad who have VA-determined service-connected disabilities and who are enrolled in, or may be eligible for, the VA Foreign Medical Program (“VA FMP”). VFWC’s planned service model may include physical rehabilitation, mental health support, aquatic therapy, chronic pain management, integrative wellness services, and administrative assistance with VA FMP documentation and claims. All services and claim-support activities will be subject to applicable law, final clinical policies, and VA eligibility and reimbursement determinations.
VFWC’s primary facility is planned for Chonburi, Banglamung, Pattaya, Thailand, with a targeted opening in 2027. This timing is an operational objective and may change based on funding, site development, licensure, staffing, equipment procurement, and regulatory approvals. Facility size, layout, service availability, and any future expansion locations will be determined through final business, clinical, and compliance planning.
VFWC does not currently operate an active clinical treatment facility and remains in a pre-operational development phase. Prior to facility opening, VFWC may provide limited informational support regarding VA FMP navigation, future service availability, and planned eCommerce offerings. Any pre-opening support is informational and administrative in nature and should not be relied upon as medical advice, treatment, or confirmation of VA eligibility or reimbursement.
VFWC is being designed to combine veteran-focused care coordination, planned multidisciplinary services, and administrative support for VA FMP documentation and claims. VFWC believes this integrated approach may help reduce administrative burden for eligible veterans; however, VFWC does not guarantee claim acceptance, reimbursement, uninterrupted service availability, or elimination of all out-of-pocket costs. Any comparative statements regarding other providers are based on VFWC’s current understanding of the market and should not be construed as a legal, regulatory, or clinical determination regarding any other organization.
VFWC’s intended primary client population consists of U.S. veterans who have received a VA determination of service-connected disability and who reside in Thailand or the broader Southeast Asia region. Access to specific services and billing support will depend on the veteran’s documented service-connected conditions, clinical appropriateness, VA FMP enrollment or eligibility, applicable law, and VFWC’s operational capacity at the time of service.
VA FMP enrollment or eligibility is generally required for services to be considered for reimbursement through the VA FMP. VFWC may assist veterans with understanding the enrollment process and preparing relevant documentation; however, the VA alone determines enrollment, eligibility, coverage, processing time, and reimbursement. VFWC cannot guarantee approval or any specific processing timeframe.
VFWC’s planned VA FMP-supported service model is intended primarily for veterans with VA-determined service-connected disabilities. Veterans without a service-connected disability may not qualify for VA FMP reimbursement for VFWC services. Any non-FMP service options, if offered in the future, would be subject to separate company policies, clinical criteria, and payment terms.
VFWC’s planned clinical and VA FMP-related services are intended for eligible veterans. Family members or dependents generally are not expected to be eligible for VA FMP-covered VFWC services unless otherwise permitted by applicable law, company policy, and payer requirements. Any future non-veteran access would require separate review and approval.
Certain services may be available to veterans outside Thailand through telehealth or affiliated provider arrangements, subject to licensure, jurisdictional requirements, clinical appropriateness, platform availability, and payer rules. In-person services will require the client’s presence at an approved VFWC facility or affiliated provider location. eCommerce products and related reimbursement guidance, if launched, will be subject to product availability, eligibility requirements, and VA reimbursement determinations.
Veterans with a VA-determined service-connected disability rating, including a 0% rating, may be eligible to apply for VA FMP coverage, depending on VA rules and the specific condition at issue. VA FMP coverage generally applies only to treatment of VA-determined service-connected conditions. VFWC may assist with documentation review, but the VA remains solely responsible for eligibility and coverage determinations.
Subject to final licensing, staffing, clinical governance, and operational readiness, VFWC intends to offer or coordinate services that may include physical rehabilitation, aquatic therapy, recovery and sensory-support modalities, selected advanced clinical modalities, mental health counseling, substance-use-related support, general medicine or primary care, telehealth, and VA FMP navigation support. The availability of any specific service will depend on clinical appropriateness, provider qualifications, regulatory requirements, payer rules, and final company policies.
The VA Foreign Medical Program (“VA FMP”) is administered by the U.S. Department of Veterans Affairs and may reimburse qualifying care received outside the United States for VA-determined service-connected conditions. VFWC may assist eligible veterans with administrative tasks such as document review, claim preparation, follow-up, and appeal support where appropriate. This assistance does not alter VA authority, and VFWC cannot guarantee enrollment, coverage, payment, approval on first submission, or appeal success.
Aquatic therapy uses water-based exercise and therapeutic techniques that may assist certain clients with mobility, pain management, conditioning, and rehabilitation goals. VFWC’s planned aquatic therapy services, if implemented, will be provided only when clinically appropriate and within the scope of licensed professional practice. Any reimbursement under VA FMP will depend on the veteran’s covered condition, medical necessity documentation, applicable billing rules, and VA determination.
VFWC intends to make mental health services available through qualified providers using evidence-informed and trauma-informed approaches such as Cognitive Behavioral Therapy, Acceptance and Commitment Therapy, and related modalities as clinically appropriate. Delivery may occur in person or through approved telehealth platforms, subject to licensure, jurisdictional requirements, client suitability, privacy safeguards, and final clinical policies. VFWC does not represent that any specific modality is appropriate for every client or guarantees any treatment outcome.
VFWC may coordinate or refer clients for mental health and substance-use-related support when clinically appropriate and when such services fall within applicable licensing, provider-network, and payer requirements. Coverage under VA FMP will depend on whether the condition and service are covered by the VA and properly documented. VFWC does not guarantee availability of specialized providers, clinical outcomes, or reimbursement.
VFWC plans to launch an eCommerce store offering selected durable medical equipment and home-use therapeutic products. Product availability, eligibility guidance, pricing, shipping, warranty terms, and any reimbursement support will be subject to final vendor arrangements, applicable laws, and VA FMP rules. VFWC may provide reimbursement guidance, but purchase reimbursement is not guaranteed and remains subject to VA determination.

Following acceptance into VFWC’s program, and subject to clinical appropriateness and operational capacity, VFWC may initiate an individualized assessment and treatment-planning process. This process is expected to include review of the client’s documented service-connected conditions, functional needs, treatment history, relevant records, and potential VA FMP considerations. Any treatment plan will be developed by qualified personnel within applicable scope-of-practice rules and may be modified based on clinical judgment, client participation, and payer requirements.
The 90-Day Individualized Medical Treatment Plan (“IMTP”) is VFWC’s planned care-coordination framework. The IMTP is intended to support structured assessment, multidisciplinary coordination, documentation, and treatment planning for eligible clients. The timing, frequency, and scope of services under an IMTP will vary based on clinical need, provider availability, client consent, payer requirements, and applicable laws. References to target retention, scheduling, or treatment intensity are planning assumptions only and should not be interpreted as guaranteed service levels or outcomes.
VA FMP enrollment and claim-processing timelines vary and are controlled by the VA. VFWC may assist veterans with organizing and submitting documentation, tracking follow-up needs, and communicating about claim status where authorized. Any target timeline used by VFWC is an internal service objective only and does not guarantee VA approval, payment, or resolution within a particular period.
VFWC’s objective is to assist eligible veterans in accessing services that may qualify for reimbursement under the VA Foreign Medical Program (VA FMP). However, VFWC does not guarantee zero out-of-pocket cost, reimbursement approval, or coverage for any service, appointment, product, or treatment that is not authorized, not medically necessary, outside the client’s approved Individualized Medical Treatment Plan (“IMTP”), unrelated to a VA-determined service-connected condition, or otherwise ineligible under VA FMP requirements. Services, appointments, products, or other commitments obtained or initiated by the client without prior referral, authorization, or documented approval from the appropriate VFWC clinical team shall not be presumed reimbursable and may remain the client’s sole financial responsibility. Clients may also be financially responsible for charges that are denied, delayed, only partially reimbursed, or not covered by the VA. Clients are encouraged to review their individual eligibility and coverage status and may seek clarification directly from the VA before obtaining services or products.
For medical services that are directed under the client’s approved Individualized Medical Treatment Plan (“IMTP”), VFWC will assume responsibility for the payment of treatment costs when the designated physician team lead determines that the treatment is medically necessary, clinically appropriate, and related to a VA-determined service-connected condition in accordance with the client’s VA FMP Benefits Approval Letter. Once such determination and authorization are documented by the VFWC clinical team, the client will not be responsible for the associated VFWC-directed treatment costs, except to the extent otherwise required by law, VA FMP requirements, or a separate written agreement. Services, products, appointments, or treatment obtained outside the approved IMTP, without prior VFWC authorization, or for conditions not covered by the VA FMP Benefits Approval Letter shall not be considered VFWC-directed services and may remain the client’s financial responsibility.
VFWC does not currently intend to charge an enrollment fee for prospective veteran clients seeking assistance with VA FMP enrollment support. Enrollment in the VA Foreign Medical Program (“VA FMP”) is submitted through the veteran’s VA.gov account or other VA-designated process, and any enrollment determination remains solely within the authority of the U.S. Department of Veterans Affairs. VFWC’s designated Veteran Service Representatives or related support personnel may assist prospective clients with the administrative enrollment process, subject to client authorization, document availability, and applicable company procedures. For therapeutic medical treatment directed under a physician-led approved Individualized Medical Treatment Plan (“IMTP”), VFWC does not intend to charge the veteran client directly for services determined by the VFWC clinical team to be medically necessary, clinically appropriate, related to a VA-determined service-connected condition, and consistent with the client’s VA FMP Benefits Approval Letter, except as otherwise required by law, VA FMP requirements, or a separate written agreement.
The VA Foreign Medical Program (“VA FMP”) is established to support medically necessary treatment for disabilities that the U.S. Department of Veterans Affairs has determined to be service-connected and that are identified in the veteran’s VA FMP Benefits Approval Letter. Accordingly, VFWC’s clinical and billing review will be based on the conditions documented in that letter, the client’s approved Individualized Medical Treatment Plan (“IMTP”), and the determination of the designated VFWC physician team lead regarding medical necessity, clinical appropriateness, and relationship to a VA-determined service-connected condition. If a condition, service, product, or proposed treatment is not identified in the VA FMP Benefits Approval Letter, is not medically necessary, is not included in the approved IMTP, or is otherwise determined by the VA to be outside VA FMP coverage, VFWC cannot represent that it will be reimbursable and the client may remain financially responsible unless otherwise agreed in writing. Final eligibility, coverage, and reimbursement determinations remain solely within the authority of the VA.
VFWC’s services, clinical review, treatment planning, and billing support are limited to the VA Foreign Medical Program (VA FMP) and to the VA-determined service-connected disabilities expressly documented in the veteran client’s VA FMP Benefits Approval Letter. VFWC does not coordinate, bill, administrator, or otherwise assume responsibility for TRICARE, private insurance, self-pay arrangements, or other third-party payer programs unless a separate written policy or agreement is approved by VFWC. Any service, product, appointment, or treatment that is not connected to a disability listed in the VA FMP Benefits Approval Letter, or that is outside the client’s approved Individualized Medical Treatment Plan (“IMTP”), shall not be considered a VFWC-directed VA FMP service and may remain the client’s sole financial responsibility.
VFWC intends to protect client personal and medical information through administrative, technical, and physical safeguards consistent with applicable privacy, health-information, and data-protection requirements. Client information will be used and disclosed only as permitted or required by law, as authorized by the client, or as reasonably necessary to support care coordination, VA FMP documentation, billing, compliance, or other approved operational purposes. Systems, workflows, and security controls described in this document remain subject to final vendor selection, implementation, testing, workforce training, and compliance review.
Access to client medical records will be limited to authorized VFWC workforce members, treating or coordinating providers, Veteran Service Representatives, billing personnel, compliance personnel, and approved technology or administrative support personnel who require access for a legitimate care coordination, VA FMP documentation, billing, compliance, or operational purpose. Access will be role-based, limited to the minimum necessary information where applicable, and subject to VFWC policies, applicable privacy requirements, confidentiality obligations, and system access controls.
VFWC will disclose client information only as authorized by the client, as permitted or required by applicable law, or as reasonably necessary to support VA FMP claims, billing, care coordination, compliance, legal obligations, or other approved operational purposes. Information shared with the VA for VA FMP purposes will be limited to documentation reasonably necessary to support eligibility, medical necessity, claim submission, reimbursement review, or related administrative requirements. VFWC does not intend to disclose client information to unrelated third parties except as authorized by the client, required by law, or otherwise permitted under applicable privacy requirements.
VFWC intends to use electronic health, care-coordination, and billing systems configured to support privacy, role-based access, audit logging, secure transmission, and other appropriate safeguards. No technology platform or security program can eliminate all risk. VFWC’s final electronic records and billing security program will depend on vendor selection, system configuration, workforce training, monitoring, access management, incident-response procedures, and periodic compliance review.
VFWC’s planned clinical approach emphasizes individualized assessment, physician-led treatment planning, care coordination, shared decision-making, and evidence-informed services for VA-determined service-connected disabilities documented in the client’s VA FMP Benefits Approval Letter. Services will be provided or coordinated by qualified professionals within their licensed scope of practice and, where applicable, under an approved Individualized Medical Treatment Plan (“IMTP”). VFWC does not guarantee any specific clinical outcome, diagnosis, level of improvement, reimbursement result, or recovery timeline, and all care decisions remain subject to clinical judgment, client consent, VA FMP requirements, and applicable law.
Clients may generally continue relationships with existing healthcare providers while receiving VFWC-directed services, provided that such outside care does not conflict with the client’s approved Individualized Medical Treatment Plan (“IMTP”), applicable safety requirements, or VA FMP documentation needs. VFWC’s responsibility is limited to services directed or authorized by VFWC under the approved IMTP for VA-determined service-connected disabilities documented in the client’s VA FMP Benefits Approval Letter. Services obtained independently from outside providers are not considered VFWC-directed services and may remain the client’s sole responsibility unless separately authorized in writing by VFWC.
Where authorized by the client and clinically appropriate, VFWC may coordinate with the client’s U.S.-based VA healthcare team by sharing relevant records, treatment-plan information, medical-necessity documentation, and VA FMP claim-support materials. Any coordination will be limited to information reasonably necessary for care continuity, VA FMP documentation, billing, compliance, or other approved operational purposes. VFWC does not control U.S.-based VA scheduling, treatment decisions, benefit determinations, reimbursement decisions, or record-processing timelines.
VFWC may support continuity of care for clients traveling outside Thailand through telehealth, referral coordination, or care-plan guidance when clinically appropriate, legally permissible, and consistent with the client’s approved IMTP and VA FMP Benefits Approval Letter. Availability will depend on provider licensure, client location, platform access, clinical suitability, payer rules, documentation requirements, and advance coordination. Emergency or urgent medical needs are outside the scope of routine VFWC coordination and should be addressed through appropriate local emergency services.
Subject to availability and final operating policies, VFWC clients may have access to care coordination, VA FMP documentation support, IMTP-related scheduling support, telehealth options, client-portal tools, product guidance, and community-resource referrals. These resources are intended to support navigation, continuity, and documentation for VA-determined service-connected disabilities identified in the client’s VA FMP Benefits Approval Letter. They do not replace independent medical advice, VA determinations, emergency services, or the client’s responsibility to maintain accurate records and eligibility information.
Clients are expected to provide complete and accurate identity, health, eligibility, VA FMP, and service-connected disability documentation; disclose relevant health, medication, provider, travel, and eligibility changes; attend or timely reschedule appointments; follow agreed IMTP requirements; cooperate with documentation requests; maintain current VA FMP enrollment or eligibility information; and comply with VFWC policies regarding privacy, facility conduct, safety, payment, and clinical procedures. Services or products obtained outside the approved IMTP, without prior VFWC authorization, or for conditions not documented in the VA FMP Benefits Approval Letter, may remain the client’s sole financial responsibility. Failure to meet these responsibilities may affect service eligibility, scheduling, billing support, or continuation of services.
During an initial visit, and subject to final operating procedures, the client should expect identity and eligibility verification, review of VA FMP documentation, review of the VA FMP Benefits Approval Letter, clinical intake, discussion of service-connected conditions, and preliminary assessment by appropriate VFWC personnel. The purpose of the first visit is to support care planning and determine whether proposed services may be clinically appropriate and suitable for inclusion in an approved IMTP. The first visit does not guarantee acceptance into ongoing treatment, VA FMP reimbursement, claim approval, or any specific clinical outcome.
Clients who wish to discontinue services before completing IMTP should notify VFWC as soon as practicable so that appropriate documentation, care-transition guidance, scheduling changes, and VA FMP-related administrative steps can be addressed. Discontinuation may affect clinical continuity, documentation, scheduling, reimbursement support, or eligibility for continued VFWC-directed services. Any services, products, appointments, or commitments obtained independently after discontinuation, or outside the approved IMTP, shall not be considered VFWC-directed services unless separately authorized in writing by VFWC.
VFWC was developed in response to an identified need for more coordinated support for U.S. veterans residing abroad who must navigate local healthcare systems, VA FMP documentation requirements, and treatment planning for VA-determined service-connected disabilities. VFWC believes that a structured, physician-led IMTP model combined with VA FMP documentation support may help address access, continuity, and administrative challenges for eligible veterans. Any statements regarding market need, veteran population, or provider availability are based on current planning information and should be validated before external reliance or distribution.
